"Not even sparklers allowed?" – That’s a common question during Tokyo’s summer nights.
This guide covers all 23 Tokyo wards, showing where handheld fireworks are allowed and where they are completely banned.

Why Are There Restrictions and Rules?

In Tokyo’s ward parks, only a few wards (Shinjuku, Meguro, Itabashi, Nerima) have a total ban on fireworks.
Most other wards allow them under limited periods, times, or specific parks.

Reasons for these rules include:

  • 🔥 Fire risk (grass and plants catching fire)
  • 🏙 Smoke and noise in dense residential areas
  • 🚯 Preventing litter and poor etiquette
  • 📣 Reducing complaints from nearby residents

Some parks have revoked fireworks permission in the past due to rule violations.
If we want the remaining allowed spots to survive, we need to follow the rules.

In the past, most Tokyo parks banned fireworks.
In recent years, more wards have started allowing them again with specific rules.
As of 2025, 19 out of 23 wards permit fireworks in limited times and locations.
